They paint cops as humans that are just trying to do their job with the tools they have available. It doesn't BLAME anyone specifically - the cops actually only take the single infected person back to the hospital for treatment when they could have incarcerated the entire family for aiding and abetting.
The National Guard are portrayed as soldiers trying to help in an impossible situation and the police being pushed into a situation they are not trained or prepared for (but still doing what they can). For all the normal people out there, it's actually not bad. Lets start with a few things 1) The cops aren't evil faceless bad guys 2) The military isn't evil faceless bad guys 3) The virus was brought in by an Illegally immigrating Iranian If that makes you scream racist and cut yourself, you'll be like the other 1 star reviewers on this site.
